VCW VicMan's Photo Editor is a basic image editor with a few painting tools and a large number of filter effects to tweak your images with.

Features

BASIC IMAGE EDITING/ PAINTING TOOLS
No image editor would be complete without your classic tools, and VCW has them, including resize, cropping, gamma correction, color correction, and the ability to adjust saturation and contrast.

ADVANCED FLOOD FILLING FEATURES
Usually, flood filling is very limited in image editors. With VCW, you're given a number of enhanced flood filling options that can really come in handy in your image editing projects. If you're the type who hates having to deal with the awkwardness of the lasso/ freehand selection tools in removing backgrounds from your images; you're in luck. This program's flood fill options virtually eliminates the need for them.

DIZZYING ARRAY OF FILTERS
If you enjoy filter plug-ins (and who doesn't?), you will really like this program, which comes with dozens of them, ranging from classic ones like ripple and emboss, to a terrific warp/ caricature tool.There is even an option to create your own filter effect!

SUPPORTS PHOTOSHOP-COMPATIBLE PLUG-INS
Still not satisfied with the filters that VCW came with and want more? No problem-- the program supports Photoshop-compatible plugins.

Shortcomings

VCW VicMan's Photo Editor, though well-intentioned, has a few drawbacks. The first one are the limitations imposed if you don't register the program: you can't export to .gif format unless you've registered the program, and you can't open more than two images at a time. The second one is that the interface is a little counter-intuitive and awkward. For example, windows don't resize to accomodate new images you've opened, and there aren't any of the classic "+" or "-" buttons in the corners of the boxes to close them. (You have to go to the File--> Close menu instead.) 

Another problem with the program is that it's a little too primitive, especially when you compare it to the competition. The numerous filter effects are nice, but beyond them and the painting/ editing tools, there's very little versatility in what you can do with this program. As a result, VCW is a very good, basic editor, but not a powerful one like Pixia or Serif Photo Plus.

In summary

VCW VicMan's Photo Editor is a very handy, little image editing tool with some great enhanced flood filling capabilities and numerous filter effects. However, because some functions are disabled and it's not as full-featured as a few other free image editors, VCW VicMan's Photo Editor may be a good program, but not a powerful one.
