This sounds pretty exaggerated, so why has this program gotten Webdesigner-Freebies all in a tizzy? Check out this rundown of features to see what the fuss is all about.

HANDY PAINTING TOOLS
Are you looking for a basic paint program that goes a step beyond what MS Paint has to offer? Then Photofiltre will be right up your alley! With its set of tools, you can freehand draw, flood fill, spraypaint, or smudge and blur to your heart's content. 

ADVANCED IMAGE EDITING TOOLS
Next to Serif's PhotoPlus, Photofiltre has the best set of image editing tools Webdesigner-Freebies has ever seen in a freeware program. Besides being able to crop, resize, and adjust the colors and values of your images, you can set transparency, create masks, rotate, skew, and add drop shadows. You can also gamma correct, make your images duotone, and add basic effects such as posterize and dithering.

ADOBE PHOTOSHOP-LIKE OPTIONS
Do you wish you had those life-saving tools in Photoshop that are so often missing in freeware editors? Then lament no more! Photofiltre has the very handy fill/ define pattern option, a tool for custom-making your own pattern fills.

Photofiltre also provides the stroke/ fill option, another handy function where you can take any selection and add a border to it, or flood fill it with a solid color or any one of the textures that comes with the program.

TEXT CREATION
Photofiltre comes with a versatile text creation tool where not only can you add stroke to your text, you can fill it with a texture pattern, add drop shadow, or add one of two style settings to it-- negative mode or outer bevel.

Photofiltre also comes with a couple of handy tools. You can export and import to the Jpeg2000 format; batch convert images; create desktop wallpapers; and make graphics in .ico format. 
 

Shortcomings
Photofiltre does not support layers or layer properties. However, there are clever ways around this problem with the paste options function.
In summary
An extensive number of handy features, filter effects, and tools makes Photofiltre not only one of the best freeware image editors around right now, but also one of the most versatile and useful. Other than the lack of layers, there is very little not to praise about this program. It is a must for any webdesigner on a budget!
