Photo Filtre is every webmaster's dream, a freeware image editor and
paint program that is as close to Paint Shop Pro and Adobe Photoshop as
one can get. Even though it doesn't support layers, the drool-inducing
bevy of filters, handy photo retouching options, and wonderful paint tools
make this software one of the greatest finds on the net. It would be almost
criminal if I didn't let you in on it!

An excellent image editing program. Not only is it nicely designed
and easy to use, it allows you to edit pictures, paint graphics from scratch,
and create animated gifs. Don't expect to create kickbutt, PSP/ Photoshop-level
type graphics with PhotoPlus. However, do expect a very basic image editor
for simple cropping, editing, image slicing, and even painting.

An image editor and graphics painting program that beats the pants
off all other freeware, (with the exception of stuff at Freeserifsoftware.com).
Not only can you do basic editing options with it, you can create wonderful
graphics from scratch with a number of interesting and fun brush shapes.
It's also Photoshop plug-in compatible. A treasure!

is offering an earlier freeware version of its program, Serif Draw Plus
4.0., which comes with oodles of features, such as "blend," quickshapes
and transparency. It's as close to Adobe Illustrator as you'll get, and
best of all, it's for free!

A basic image editing program with a few painting tools. The freeware
version has a few imposed limitations. However, the dizzying number of
filter effects are enough to die for.

Do NOT be fooled by this freeware program. The minute you open it,
it looks cheesy. But before you give up on it, do this at least once: open
an image and play with the filters. If you do, you will discover one of
the most fun image editors on the net. Bevel your images, play around with
the colors a bit, and combine filters to make interesting images.

The sister to Ultimate Paint, this cool program is jam-packed with
128 cool filters to alter your images with, including "wind blow," "flare
FX," and "unreal glow." Of course, this image editor will never compete
with PSP or Photoshop, but it does a great job in the time before you eventually
get one of these programs.
